From the brief: "Between March 2020 and March 2021, Congress appropriated nearly $190 billion in three phases to support pandemic relief and recovery in K-12 schools through the Elementary and Secondary School Emergency Relief (ESSER) Fund. States could set aside 10% of that amount for use by the state education agency (SEA). SEAs used their state set-aside to prioritize high-dollar investments in programs such as high-impact tutoring, out-of-school time learning, teacher retention and recruitment and wellbeing."
